Pending Ohio Laws and Rules Impacting Dental Hygiene
The Ohio State Dental Board is seeking to promulgate rules that deal with administration and monitoring of nitrous oxide by dental hygienists and monitoring of nitrous oxide by dental assistants. ODHA representatives are serving on the Nitrous Oxide Task Force, providing valuable input. It is anticipated that the rules will move forward through the Joint Committee on Agency Rule Review (JCARR) process after the Board hears from the Task Force in September, 2010.
May 12, 2010, the Ohio Senate unanimously passed House Bill 190. May 19th, the House of Representatives unanimously concurred on Senate amendments to House Bill 190, including amendments submitted by ODHA. After receiving the Governor’s signature, the bill will take effect in 90 days. The Ohio State Dental Board will be given an additional 6 months to prepare for the creation of the Oral Health Access Supervision Program, which could begin operations as early as March 2011.
ODHA, ODA, the Ohio Department of Health, and legislators successfully collaborated to integrate several issues within House Bill 190. House bill 190 may be read in its' entirety here. Of particular importance to the practice of Dental Hygiene:
Biennium continuing education requirements for RDHs are increased to 24 hours
Establishes a “Temporary Retirement” category for dental hygiene licensure
Specifies required training for employees of, and volunteers for, public and nonpublic schools regarding the proper means of administering fluoride mouth rinse to students. Also, outlines student consent form requirements.
Provides reciprocity for RDH seeking to administer local anesthesia in Ohio after being authorized to practice in other states.
Creates the Oral Health Access Supervision Program—allowing RDH to provide specific services- following the protocol of supervising DDS, when not present at site.

On Tuesday, February 23, 2010 the Ohio Dental Hygienists' Association hosted a Legislative Reception in the Columbus Statehouse atrium. Many Ohio counties were represented by hygienists who, personally, met with their legislator. Hors d'oeuvres and beverages were shared while discussing Ohio's oral health care issues, including House Bill 190. ODHA extends sincere appreciation to Governmental Policy Group for facilitation of the reception.

Preceding the reception, a two-hour continuing education course, Periodontal Medicine: Know it. Communicate it. was provided by Jane Durocher-Jones, RDH, BS, MSHed of Cuyahoga Community College. Attendees received the course free of charge due to generous sponsorship provided by Ivoclar Vivadent, Oral DNA Labs, and Philips Sonicare.
Congratulations to ODHA's Government Relations Committee leadership who worked diligently as event coordinators; Anne Missig Henry, Sandra Wise, Jeanne Huber, and ODHA President Angie Demko.

Columbus Athletic Club Reception

On November 11, 2009, Governmental Policy Group --lobbying firm for ODHA-- sponsored a reception at the Columbus Athletic Club. ODHA President, Jeanne Huber, was able to speak directly to Governor Strickland and convey to him the concerns of Ohio Dental Hygienists. Issues included access to care for the underserved and simultaneous job creation for immediately available hygienists. The economic value of preventive oral health as well as total body health was also stressed.

ODHA Annual Session

ODHA'S 86th Annual Session was held November 6–8 at The Cherry Valley Lodge in Newark, OH.
President, Jeanne Huber, and the Executive Council, began this year's Annual Session by dancing through the aisles of the First House of Delegates to the funky rhythms of the Black Eyed Peas' smash hit song "I Gotta Feeling"! ODHA awards and scholarships were also presented during the opening ceremonies. For the full list of recipients and the accolades they received, please refer to the Scholarship/Awards page, found on the left taskbar of this page.
Saturday's Luncheon included two continuing education credits as Katie Powell and other ADHA staff members presented important information about the American Dental Hygienists' Association Brand and reviewed their core principles. Premier Dental presented 'The Leaders in Prevention,' a multimedia presentation educating clinicians and empowering dental patients to take their healthcare into their own hands.
Sunday included important decisions by the ODHA House of Delegates, followed by installation of ODHA's 2010 officers.

Minnesota Passes Legislation Allowing Mid-level Oral Health Provider
|
History was made on May 13, 2009, as Minnesota became the first state to pass legislation allowing a “mid-level” oral health provider into state statute. Minnesota licensed dental hygienists who have met admission requirements are entering the Masters program offered by Metropolitan State University in St. Paul, Minnesota. These students will obtain the competencies needed to practice as Advanced Dental Therapists in Minnesota. The Advanced Dental Therapists will focus their practice on care for underserved populations in the state and will administer educational, preventive, palliative, therapeutic, and restorative services. ODHA Collaboration with the Ohio Department of Health

The Ohio Dental Safety Net Information Center (ODSNIC) is a comprehensive on-line portal to the tools and information necessary to start and maintain the operations and delivery of health care services in safety net dental clinics in Ohio. Their ohiodentalclinics.com site was developed with support from the Anthem Foundation of Ohio and is maintained with support from the Delta Dental Foundation of Michigan, Ohio, and Indiana. Currently, four distance learning curricula are available for the education and training of clinic staff. The curriculum on clinical care offers FREE continuing education credits to dentists and dental hygienists licensed in Ohio. (Complete course(s), now) Oral Health Care for Young Children

Ongoing Local Anesthesia courses in Ohio

Many courses have been approved by the Ohio State Dental Board to provide continuing education training to currently licensed dental hygienists. The schools in Ohio that have been approved for offering these ongoing programs are; Sinclair, The Ohio State University, Lakeland Community College, Cuyahoga Community College and Stark State College of Technology.
